Arkansas Secretary of State John Thurston said only about 20% of registered voters participated. “Of course, it’s a primary, so it does not generate the enthusiasm of a general election, but it is usually higher than that,” said Karen Sebold, an assistant professor of political science at the University of Arkansas. Sebold said in recent years, the state has seen voter turnout reach nearly 40% in the primaries. Both Sebold and Thurston said many voters felt the primaries had been largely decided for Democrat President Joe Biden and Republican Former President Donald Trump.
