The mayor of Dauphin County borough declared a state of emergency on Friday after a shots fired incident.Emergency dispatchers said it happened near the Cyrene Lodge on Frank. S. Brown Boulevard in Steelton.In her proclamation, Mayor Ciera Dent said the lodge “has been identified as a nuisance property, a public safety hazard, and a place servicing unlawful and tumultuous assemblies to the residents of Steelton Borough.”She also demanded that all activities within the lodge to immediately cease and desist.Full proclamation”I, Ciera Dent, Mayor for the Borough of Steelton, hereby proclaim a state of emergency with the authority bestowed upon me by Pennsylvania law. “Whereas, Pennsylvania law states:”(1) … order to enable the mayor to effectually preserve the public peace within the borough, the mayor shall have the power ot prevent and suppress mobs, riots and unlawful and tumultuous assemblies.”(2) In the event that a state of emergency exists, a mayor shall have the authority to request aid and assistance from law enforcement officers and agencies from a neighboring municipality.”(3) In response to a request of a mayor made in accordance with this , a municipal police officer shall, within the borough from which the request was made, have the power and authority to enforce the laws of this Commonwealth or otherwise perform the functions of that office as if enforcing those laws or performing those functions within the territorial limits of the officer’s primary jurisdiction… “Whereas, this proclamation serves as notice to the Steelton Elks, Cyrene Lodge located at 140 Frank S. Brown Blvd in Steelton, PA 17113 (the “Cyrene Lodge”) has been identified as a nuisance property, a public safety hazard, and a place servicing unlawful and tumultuous assemblies to the residents of Steelton Borough. “Whereas, I authorize law enforcement to enforce this declaration to the fullest extent, to include arrest. Therefore, I, Ciera Dent, Mayor of the Borough of Steelton, in order to help preserve life, health, property, and public peace, declare and proclaim a state of emergency and demand that all activities and events within the Cyrene Lodge to cease and desist immediately.”
