New business dominates Loveland City Council agenda for Tuesday – Loveland Reporter-Herald | #citycouncil


After a week’s delay due to a vacation, newly elected Loveland City Council Ward 1 representative Troy Krenning will be officially sworn in at Tuesday’s meeting, joining Erin Black, Ward 3, and Laura Light-Kovacs, Ward 4, as the newest members on the dais.

The lifelong Loveland resident and attorney prevailed in a four-way race to replace retiring Councilor Richard Ball, who served two terms before announcing his retirement in May. This will be the second time on City Council for Krenning, who previously served from 2013 to 2017.

The outspoken Krenning has proposed sweeping changes to city leadership in his new term, including the termination of Loveland City Manager Steve Adams and City Attorney Moses Garcia. In fact, Krenning tried to add two such motions to Tuesday’s agenda, but was rebuffed because of his unofficial status.

The newly seated councilor will be eligible to make those motions once seated on Tuesday, but he may have to get in line to do so. Four other members are also proposing new business, or, in some cases, the reversal of old business.

Among the latter is new Councilor Erin Black’s proposal to revive the Community Trust Commission, a citizen’s board created by City Council in wake of the 2020 arrest of Karen Garner.

The 16-member CTC met regularly between October 2021 and September 2022 and issued a list of 37 recommendations, aimed at improving relations between Loveland residents, the police and City Council.

However, City Council declined to give the commission another term to see implementation of its recommendations, something Black is seeking now to correct.

Black is also proposing a language justice plan for the city and more accessibility in Police Citizens Advisory Board meetings.

Other new business concerns Centerra South, councilor comments from the dais and the role of City Council in the city government hierarchy.

In regular business, the full nine-member council faces votes on a rezoning request for 1.68 acres in north Loveland, a property vacation request near Medical Center of the Rockies, a contract for the sale of city property in downtown Loveland and selection of a contractor for remodeling of the Pulliam Building.

According to the staff presentation, Calahan Construction submitted the lowest bid at $4.8 million. The remodeling is expected to take around 12 months.

The city has set aside $7.3 million for the project, which includes a $1.2 million contribution from the Pulliam Foundation and $1.3 million in federal grants and awards.

Loveland City Council will meet at 6 p.m. Tuesday in the council chambers at the Municipal Building, 500 E. Third St.

The meeting will be broadcast on Comcast Channel 16/880, Pulse TV channel 16 and streamed through the city’s website at lovgov.org/tv.
