{KXLG – Watertown, SD} The Watertown City Council is set to gather for a work session meeting. Here’s a preview of what’s on the docket:

  1. Parks Master Plan Presentation: The council will review a comprehensive presentation on the Parks Master Plan; this will be a presentation of the findings and recommendations in the Parks Master Plan developed over 2023 – 2024 with Stockwell Engineering.
  2. Pickleball Complex Project Update: An update on the progress of the much-anticipated Pickleball Complex Project will be provided. The City has partnered with Mammoth Construction to design, engineer, and develop a construction contract for the Watertown Pickleball Complex. The Mammoth design team was selected to design the project through a standard engineering contract. The cost of that service was $11,000 and approximately $56,000 lower than the following quote. Project pricing and development of a proposed construction contract, totaling $837,480, were established through an Equalis Cooperative Purchasing Agency Contract. Within the 2024 CIP Budget, the City has agreed to contribute $450,000 towards the project. The Watertown Pickleball Association was committed to raising the balance of $400,000 to complete the project. As of 4/1/24, the Pickleball Association has raised $387,905 in donations and pledges. Currently, the group has $283,905 cash on hand and $104,000 in pledges that are payable over the next three years.
  3. Presentation on Agenda Procedures: no supporting documentation is attached to the agenda.
  4. Budget Process Overview: A detailed budget process overview will be presented, providing insights into the city’s financial planning. No supporting documentation is attached to the agenda.
  5. Golf Cart Ordinance and Application Discussion: The council will discuss the Golf Cart Ordinance and its application process. A proposed change to our Golf Cart Ordinance to allow golf carts to operate on certain roadways with restrictions. A $75.00 fee for a three-year permit per golf cart will be collected. The City of Watertown requires individuals to obtain a permit from the Watertown Police Department to operate a golf cart on city streets. Applicants must be at least 18 years old, possess a valid driver’s license, and provide proof of golf cart ownership and liability insurance. Once approved, the permit, which is valid for up to three years, must be visibly displayed on the golf cart. If the golf cart changes ownership, the new owner must apply for a new permit. Golf carts on city streets are subject to South Dakota motor vehicle laws, and operators must have a driver’s license and insurance. The minimum liability insurance requirements are $25,000 for bodily injury or death of one person, $50,000 for two or more persons, and $25,000 for property damage.
  6. 2025 Ambulance CIP Item Discussion: The council will discuss the proposed purchase of a 2025 Ambulance CIP item, amounting to $338,602.52.
  7. 2025 John Deere 624P Loader Purchase Discussion: The council will consider authorizing the City Manager to bring forward a purchase agreement for a 2025 John Deere 624P loader, with attachments, via the 2024 Sourcewell contract to RDO Equipment Co., for $292,156.00. They will also discuss declaring a 2015 Volvo L90G Loader as surplus for a trade-in value of $25,000.00.
  8. 2025 Caterpillar 826 Landfill Compactor Purchase Discussion: The council will discuss authorizing the City Manager to bring forward a purchase agreement for a 2025 Caterpillar 826 Landfill Compactor via the 2024 Sourcewell contract to Butler Machinery Co. for $1,282,530.28.
