MUKILTEO, Wash., June 18, 2022 – For its 6 p.m. June 21 REGULAR MEETING, the Mukilteo City Council will discuss/vote on the following agenda items:
International Residential Code (IRC) Amendment Fence Permit Exemption (AB22-086 & ORD 1466)
Before 2016, only fences over seven feet in height required a building permit. Staff believes the 2016 amendment was only intended to require a building permit for fences taller than six feet, to promote consistency with the City’s zoning code’s residential fence height requirements. The 2016 building code amendment was never implemented following adoption, further indicating the 2016 amendment was not intended to require building permits for all fences in residential situations. If Ordinance 1466 should pass, it would correct this inadvertent and unintended building code amendment from 2016.
2022 Pavement Preservation Construction Contract Award and Consultant Agreement Approval (AB22-090)
Council MOTION to approve:
- Award a contract for 2022 Pavement Repair to Quilceda Paving & Construction, Inc. in the amount of $211,900.00, which includes Washington State use tax.
- Award a contract for 2022 Slurry Seal to VSS International, Inc. in the amount of $406,325.00, which includes Washington State use tax.
- Approve a ten percent (10%) construction contingency fund in the amount of $61,823.
- Approve the consultant agreement and task order with Perteet, Inc. for construction management and inspection services in the amount of $76,873
Public Works Equipment Purchase (AB22-087)
Council MOTION to authorize the Mayor or designee to sign a purchase order for one Mercedes Benz Sprinter van from Gee Automotive through the Washington State Department of Enterprise Services (DES). This vehicle will replace the Dodge Ram Promaster custodial van that was involved in a collision on January 26, 2022. Washington Cities insurance has deemed the van a total loss and paid out $50,412.90 for the purchase of a replacement vehicle.
Lodging Tax Advisory Committee Appointment (AB22-092)
Council MOTION to appoint Mayor Marine’s recommendation of Nancy Passovoy of the Kiwanis to the Lodging Tax Advisory Committee (LTAC), to serve the remaining term of Carmela Morelli who resigned in February, through September 7, 2023.
Mayor Travel Reimbursement (AB22-101)
Council MOTION to approve Mayor Marine’s travel reimbursement in the amount of $848.29 for the United States Conference of Mayors 2022 conference.
PUBLIC HEARING: 6-Year Transportation Improvement Program (TIP) (AB22-076 & RES22-07)
Council will hold a Public Hearing at 6:30 p.m. prior to MOTION to approve Resolution No. 2022-07 adopting the Six-Year Transportation Improvement Plan for years 2023-2028. RCW 35.77.010 requires each city or town to annually adopt a six-year transportation program. This program is commonly referred to as the “6 Year Transportation Improvement Program” or TIP and is an extension of the City’s Comprehensive Plan. This proposed document was reviewed by the Infrastructure Committee at their April 18, 2022, and May 23, 2022, meetings and the Committee’s feedback has been incorporated into the draft TIP documents. In addition, the TIP was reviewed but the Planning Commission on June 16, 2022.
Finance Director Appointment (AB22-093)
Council MOTION to confirm the Mayor’s Appointment for Finance Director of Scott James. With the vacancy of the Finance Director position, Human Resources Manager Friang posted the position on April 13, 2022 with advertising at AWC, Diversity Jobs, Indeed and other finance industry job boards (such as Washington Finance Officers Association-WFOA). Applications were accepted through May 8, 2022.
Waterfront Redevelopment Guiding Principles (AB22-105)
Council MOTION to approve the Waterfront Redevelopment Vision and Guiding Principles as shown in Exhibit 1. The Port of Everett and the City of Mukilteo have partnered on a public engagement process intended to develop a waterfront Vision Statement and Guiding Principles (Exhibit 1) to be used as the basis for future planning and redevelopment efforts. A diverse stakeholder working group was formed as a key part of the public engagement process. Councilmember Tom Jordal was the City’s representative to the group.
