City Council Business Meeting on Tuesday, April 2 at 6 p.m. | #citycouncil


The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increases valuable discussions, and decreases division.

The agenda for the City Council Business Meeting on Tuesday, April 2, will be as follows:

Proclamations/Presentations

The following proclamations and presentations will be presented:

  1. City Council will present a proclamation proclaiming April 2024 as Parkinson’s Awareness Month.
  2. City Council will present a proclamation proclaiming April 2024 as Water Conservation Month.
  3. City Council will present a proclamation proclaiming the week of April 14, 2024, as National Public Safety Telecommunicators Week, in recognizing of the 911 dispatchers.
  4. City Council will present a proclamation proclaiming April 2024 as Distracted Driving Awareness Month.
  5. At the March 19, 2024, City Council Business Meeting, Palm Coast Mayor David Alfin made a motion to terminate the City Manager without cause, to use the Florida League of Cities and other sources to employ an interim manager with proven experience, and afterward, and to commence the process to find a highly qualified person to manage the City consistent with community goals, vision, and values. Assistant City Manager Lauren Johnston was appointed as Acting City Manager while Council looks for a permanent hire. A draft agreement has been attached to this item for City Council’s consideration. City staff is also seeking direction for the next steps in hiring a permanent City Manager.

The following minutes of the City Council will be presented for approval:

  1. March 19, 2024, Business Meeting.
  2. March 26, 2024, Special Budget Workshop. 

Ordinances Second Read

The following ordinances will be presented:

  1. The Community Development Department will present an ordinance amending the Unified Land Development Code, Chapter 3 Zoning Uses, and Dimensional Standards, Chapter 12 Signs and Advertising. This item was heard by City Council at their March 12, 2024, Workshop Meeting. City Council requested an educational tool to assist with locating rights-of-way and property lines. City Council heard this item at their March 19, 2024, Business Meeting. Direction was given to revise the definitions of temporary signs and permanent signs, which will be presented for approval.

Resolutions

The following resolutions will be presented:

  1. The City Administration will present a resolution to approve a contract with Douglas Law Firm for legal services for the City of Palm Coast. At the February 20, 2024, City Council Workshop Meeting, City Council heard the four presentations from the respondents to the RFP and conducted a question-and-answer session with each firm. At the March 5, 2024, Business Meeting, City Council provided direction to staff to negotiate a contract with Douglas Law Firm for legal services. The contract is being presented for approval.
  2. The Public Works Department will present a resolution to approve a piggybacking contract with Omnia Partners Contract RFP #08-22 with Ferguson Enterprises for Citywide Purchases of plumbing supplies, HVAC products, and building supplies. Piggybacking the contract will secure better pricing in comparison to independently soliciting bids and empower the City of Palm Coast to effectively maintain and repair its facilities by acquiring essential products required for these purposes. 

Public Comments will be opened at the beginning and end of the business meeting in accordance with Section 286.0114 Florida Statutes and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
