Charlotte City Council approves airport construction projects and $5.36 million for affordable housing initiatives | #citycouncil


Members of Charlotte City Council approved several construction projects at the Charlotte-Douglas International Airport, along with approval of several affordable housing developments. 

A public hearing was also held to designate Parkwood Avenue Associate Reformed Presbyterian Church as a historical site. 

Aviation 

Several consent items regarding aviation were approved during last night’s meeting. 

City council approved contracts for civil engineering consultation services. The approvement included six vendors for a four-year term, an agreement with Conrac Solutions Operators, LLC, for an initial term of five years for rental car services and a contract with Charlotte Paint Co., LLC, to paint passenger boarding bridges for a term of three years. 

Members also approved a $10,251,200 contract with C Design Inc. — an architectural and interior design firm — services related to renovation and expanding the terminal space connecting Concourses D and E. The expansion will make it easier for passengers to move around and provide additional space for concessions.

Affordable housing

QCity Metro reported in early April that Charlotte City Council members would discuss funding several affordable housing developments. 

At Monday’s meeting, city council members approved $5.36 million in Housing Trust Fund allocations for several multi-family rental and affordable homeownership developments. The projects are contingent upon developers receiving a Low-Income Tax Credit award from the North Carolina Housing Finance Agency.

The affordable housing units include:

  • $2 million will go toward DreamKey Partners, Grounds for Change program, which will offer 80 affordable housing units out of its 107 units for 70 years. 
  • $2.64 million will support housing development by NHE, Inc., Mallard at Sugar Creek. Of its 104 units, the development will offer 60 affordable housing units for 75 years.
  • $266,0000 will go to the affordable homeownership program by Habitat Charlotte, Little’s Landing. The community offers seven affordable housing units out of the eight available, each with a 15-year resale provision. 
  • $456,000 will support the affordable homeownership program by Habitat Charlotte, Legacy Vista, which offers 12 affordable housing homes with a 15-year resale provision. 

City council also approved a fee-in-lieu revenue allocation of $3.06 million from the Transit Oriented Development Affordable Housing Development Bonus Program to Give Impact, LLC. The funds will support the acquisition of around 1.8 acres located at 140 Dorton Street for future affordable housing.
