In opening the meeting, Duncan Mayor Robert Armstrong first took a moment to make the proclamation.

During his proclamation reading, Armstrong said “Black History and Heritage Month reminds us to honor the contributions and achievements of African Americans and their pivotal role in shaping our nation, state and community.”

Armstrong touched on the history, noting since 1976, every United States President has officially dedicated the month of February to Black History and Heritage Month.

“Black History and Heritage Month serves as an opportunity to celebrate the positive and lasting difference made by African Americans and recognize them as vital to U.S. history.”

He also took a moment to recognize the contributions in the Duncan community.

“The Association for the Study of African American Life and History (ASALH) continues to promote the study of Black history and heritage all year,” Armstrong said. “In recognition of the contributions of African Americans to the City of Duncan, Oklahoma, the City Council of the City of Duncan does hereby designate February 2023 as Black History and Heritage Month.”
