Casper City Council again ayes changes about noise, construction hours | #citycouncil

CASPER, Wyo. — The Casper City Council on Tuesday passed on second reading two proposed and related ordinances about construction hours and noise ordinances.

No one spoke about either ordinance during the public comment period.

The Municipal Code currently states that if residents or businesses do any construction after 6 p.m. Monday through Friday and any on the weekend, even on your own property, you’re violating the Casper Municipal Codey’s noise ordinance and are subject to citation for a misdemeanor.

The proposed changes began in February, and Council approved them on first reading on March 19.

“The Ordinance does not account for the climate that we live in, current labor practices, nor the current state of supply chain issues which lead to project delays,” Chief Building Official Justin Scott wrote to City Manager Carter Napier in a Feb. 15 memo.

Mayor Steve Cathey said on March 19 that the ordinance will let the weekend do-it-yourselfers to work in peace on their own properties.

In a related action, the council approved on second reading an ordinance to shift the construction noise matter to the current regulated noise hours, allowing for construction seven days a week from 7 a.m. to 9 p.m.

The council tentatively approved the proposed changes at its March 5 work session.
